Saito Toshimitsu (?-1582) was the father of Kasuga no Tsubone and the chief retainer of Akechi Mitshuide. Here he is believed to be conducting surveillance along the Kamo River in Kyoto before the ill-fated attack on Honnoji Temple in 1582.
